Born in Toddville, Iowa, Oliphant came to the Coachella Valley from Tucson, Arizona in 1962, to build and manage Palm City, then California’s first retirement community and now known as the Palm Desert Country Club. He and his wife Jan first moved to Palm Springs to raise their five children. Oliphant is the force behind many Palm Desert commercial landmarks and housing subdivisions and country clubs. Oliphant spent sixteen years elected to public office from Indian Wells, eight years as Mayor and eight years as city council member. In 1984 when he became mayor, Indian Wells could count less than $5 million in reserves. When he left office eight years later there was $32 million in reserves and budget surplus. Richard Oliphant is licensed as a California Real Estate Broker and as a General Contractor, license number 261418.
