Mr. Pennington began his career as a Property Tax Consultant with Property Tax Service Company (1979-1981), a national consulting firm. As a partner he helped form Avtax, Inc. (1982-1988), a region consulting firm with offices in Dallas, Denver, Houston and Tulsa. In late 1988 Mr. Pennington formed P.E. Pennington & Company, Inc., a regional consulting firm with over 22 years of client representation. Mr. Pennington’s expertise is based on 30 years of experience and includes all types of real and personal property appeals and experience in property tax litigation support. His jurisdictional responsibilities include properties located in Louisiana and Texas and he is a licensed Senior Property Tax Consultant and a Texas Real Estate Broker. He is a Graduate of The University of Northern Colorado with BA in Political Science. Mr. Pennington has authored numerous white papers and published articles for the Journal of Property Tax Management, Apartment Association of Greater Dallas, Dallas Business Journal and Texas Lawyer and has been quoted as an expert by local media outlets in Dallas and Fort Worth. He is the Chairman of the Education Committee and instructor for continuing education courses for Personal Property and Real Estate for the Texas Association of Property Tax Professionals. Mr. Pennington is a Charter Member of the Texas Association of Property Tax Professionals and previously served two years on the board of directors, a position that he has been re-elected to in October 2009. Currently he is serving his second two year term on the Texas Department of Regulations and Licensing, Property Tax Advisory Board. Mr. Pennington is a member of the Institute of Real Estate Management, IPT, International Association of Assessing Officers, Texas Association of Assessing Officers, and the Dallas Apartment Association.
