Bio
Chris Spelke is a Director of Development for Elmington Affordable. He has worked at the cross-section of finance and community development, continuously seeking innovative tools to advance socially and environmentally responsible development. He recently completed honorable public service as Interim Chief Real Estate Officer at the Denver Housing Authority. Most notable was establishing the “DHA Delivers for Denver (D3) Bond Program where he was involved in all aspects of the program development, new affordable unit projections and financial analysis, negotiating terms of the IGA (including the structure for the PSH acquisition program), and managing the public bond offerings to establish the D3 Project Funds now being deployed to deliver over 2,600 affordable and permanent supportive housing units throughout the City and County of Denver. He also managed all development activities for the Vida at St. Anthony’s Project, which was a finalist for a 2021 ULI Colorado Impact Award. Chris has overseen site acquisition and due diligence, community engagement, design and construction, financial feasibility, and managing closings through project delivery.
Chris has a wealth of knowledge and experience in planning, development, acquisitions, market research and community development.
